my build:
CPU: AMD FX-8320
Motherboard: Gigabyte 970A-UD3P
RAM 2X 4 GB corsair vengeance
Graphics card: MSI GTX 970 4G
power supply: Seasonic M12 2 bronze evo edition 520W
CPU cooler: Coolermaster Hyper 212 evo

so about half a year ago i started noticing that my FPS was starting to drop more and more over time so i had to change the quality settings of my game numerous times from HIGH to LOW after a wile it became stable at LOW but the strange thing was that when i went back to HIGH the fps would only drop by an average of 20-30 even tough before it would change a lot more (when the card was brand new i had at high around 150 and on low about 250) so i recently bought my new MSI GTX 970 and i still get the same performance and its not only on 1 game but on the 3 games i tested i got the same FPS as i did with the old card in my build. I have tried just about everything cleaning the whole build un-plugging and re-plugging numerous cables , de-fragmenting my disk, check for viruses/malware but still with no results. although i must say my game runs quite a bit smoother and generally has no stutters anymore.

if needed i can add gameplay from the 2 cards

It shouldn't be a RAM, CPU, or general bandwidth cap what so ever with your current hardware configuration. Except how are your temperatures? If your CPU's temperature is high for whatever reason even though I know for a fact that the Hyper 212 EVO is a great cooler (I have one myself) that could be causing the problem. Other than that, try updating your BIOS as well as making sure all your drivers are up to date. If you are starting to use the GTX 970 from now on, then completely remove all AMD graphics drivers from your system. All of them. This caused me an issue a couple weeks back.
