I'm not wrong. In fact I know I'm right. They will be playable, but what is 'playable' is subjective. Perhaps to you they will be 'unplayable' since you come from better hardware. But for most, they don't have the best of the best. 30 fps is playable to most even at the lowest settings. That's what they know. That's what they are use to.
You need to remember not everyone can afford the best. By telling these folks that its unplayable is not helping them at all. You're simply keeping them away from games because you 'feel' they will be 'unplayable' when in fact its subjective. So no I'm not wrong. You are.
My wife plays plays on a i3-mobile platform with 8 gigs of ram on integrated graphics and has a blast playing games like Sims 4 and SimCity online. She might get 15fps on the lowest settings but she enjoys herself. I could upgrade to the best of the best but she wants nothing to do with it. She likes it just the way it is.
They are playable because they are so simple games and she is no "gamer".
Also they are very light games in the first place.
However, the games OP listed, are high-grade AAA-titles. In every one of them, 1 single bad lag causes failure.
He can play:
Fallout 4: 1600x900 Lowest @20-30fps, 30-40fps @ 1280x720
Mad Max: fail completely
Dying Light: most likely fail completely
Dead Rising 3: cpu is enough but RAM and gpu fail completely AKA unplayable 5-15fps
MGS V: 30fps @ 1600x900 Lowest, probably getting up to 40fps at 1280x720, with fps dropping to 10-20 when action starts (depending of which resolution is used).
The minimum "Playable" to me is stable 45+ fps, no matter quality, as long as it runs at monitor's native resolution and doesn't look completely pixelated mess.
But his parts are simply too old and weak for the games he is looking forward to playing.
That could be improved with simple gpu and RAM upgrade for the most part.
He could get a used GTX 750 for HUGE improvement. Or even GTX 650.
Ram should be fairly easy upgrade as well.
The 1600x900 most likely won't matter to him, since the monitor probably runs at that resolution anyway.
1280x720 could be still good for him too. So at least 1 of those games he could play.
