System Memory limited to 8GB of 12 Installed. Windows 8.

So, recently I decided to upgrade my system. I put in new RAM, a new mobo/CPU and a new PSU. I have 3x4GB sticks of RAM, but only 7.95 of those 12 total GB are actually usable. I tried looking through BIOS for something integrated, like onboard video to be enabled, but no dice. I'm about at my wit's end for this issue, and online I haven't found much anything. Any ideas would be greatly appreciated, even if there's only a mid chance they'll work.

PC SPECS:
Mobo: MSI 970 Gaming
CPU: AMD FX-6300
GPU: AMD Radeon HD 6670 2GB
RAM: 3x4GB sticks of 1600 Mhz
OS: Windows 8 Pro
PSU: 750 Watt
MEM: 2x500GB HDD

Update your BIOS and try switching around different sticks into different slots. If your ram is Dual Channel make sure they coincide with each other. For example 2x4GB Dual Channel RAM would go into either DIMM_A1 and DIMM_B1 or DIMM_A2 and DIMM_B2. If your RAM is not dual channel then try all different slots.

What are the model #s of the DRAM? Did they all come from a single package - if not that could be the problem right there. Also, since it's AMD and a weaker MC than Intel, might help to raise the DRAM voltage + 0.05 and the CPU/NB voltage + 0.10
