New PC Build, Won't Start

I recently tried to build a new PC but I can't get it to turn on. The CPU and system fan 1 will start to spin but then suddenly stop. I have already tried everything at this link, http://www.tomshardware.com/forum/261145-31-read-posting-boot-problems This is the link to my specs.

QUICK EDIT: The MSI website says http://us.msi.com/support/mb/H81M-P33.html#support-cpu that my RAM and video card won't work with my motherboard but the https://pcpartpicker.com/ says that it will. Which one do I trust?

Kind of hard to "check the RAM frequencies" when the system won't POST, so that's not much help. I've also never heard of the CPU fan not being supported. 3 or 4 pin CPU cooler fans, or case fans, will almost always work fine on 3 or 4 pin CPU fan headers. Some fans won't work via BIOS control on 3 pin system fan headers, but most cha (Chassis) fan headers will work with both as well. Make sure the CPU fan IS in fact plugged into the CPU fan header, and not some other fan header.

If the CPU fan is running even momentarily, then it could be an issue with the system not seeing the RPM signal from the fan or something entirely unrelated. Start by making sure you've...

This happens in cases if the CPU fan is unsupported or the RAM frequency multiplier is not the same with the other RAMs installed in the other slots. Also may happen if the CPU fan is not properly installed.
Its not likely, since your PC is brand new but still there is also a possibility that your motherboard is experiencing problems.

I suggest you reinstall your CPU fan & check the RAM frequencys.

Start by making sure you've connected the 4 or 8 pin CPU power (4+4 or 8 pin EPS) connector to the motherboard in addition to the 24pin ATX power connection to the motherboard.
