HELP! FX-8350 boosting/overclocked by itself? No turbo core or overclock.

My My CPU should only reach 4ghz but overclocks/boost to 4.166 (max i've seen) I don't have Turbo Core or whatever it's called enabled in my bios. I have every cooling option on and NO overclock what so ever. It doesn't matter if I'm in High performance windows mode, or balanced. WHY IS IT OVERCLOCKING!!!!

Specs:
Asus Sabertooth 990fx r2.0
FX-8350
970 Strix
8gb Crucial Ballistix Ram
1tb HDD
120g SSD
EVGA NEX750g PSU
Windows 10

I need someone to give me an answer that is not as prectical as "Check your bios for turbo mode". I have the UEFI in auto mode and TURBO IS DISABLED (I repeat)!!!!!!!

WHO the HELL one uped your comment? I have had this CPU for 3 years it hasnt done it till recently. i noticed after gpu,psu, Windows upgrade. It ALWAYS stayed at MAX 4.033ghz. It is NOT normal. It is NOT normal that's why I am ASKING!!!!!!!!!!!! Now Because it is OVERCLOCKING by itself, my CPU TEMP IS WAAAAY HIGHER THEN IT SHOULD BE, THATS HOW I <mod edit> KNOW IT'S NOT NORMAL! My max temp on regular clock speed at this ambient temp is 36-38c ANY game. hyper 212...... I know what the <mod edit> I'm talking about because I know my rig homie. I just looked at your rig. Good <mod edit>.
