Power went out, graphics card no longer displaying

I came home to my computer turned off and realized the power went out, I go to turn on my computer and it turns on but no display on the monitor, I've tried a different monitor and cables and it still didn't work. The display ports on the motherboard do work but it is not displaying when I connect the display cables to the graphics card. The graphics card's fan does still work. Also my computer isnt detecting a graphics card in the slot and I had it plugged into a surge protector.

Specs:
Intel i5 4590
GTX 960 4gb edition
H97 PC Mate motherboard

Edit: When I have the graphics card plugged in but not the 6 pin power connector to the graphics card it will display and tell me to plug the 6pin back in, ill turn off the computer and then plug it in and turn it back on it wont display again. I think it is the power supply that is the problem but I am not sure.
