Gpu usage jumping from 0 to 100 % HELP. In all games!

So this happened the last month, I am getting unstable fps and a lot fps drops in all games no matter what the settings are. The gpu usage is jumping from 0 to 100 every 2-3 seconds causing a lot of gpu usage spikes, unstable fps and fps drops. Here's an example: http://imgur.com/VslDv8d
PSA: all drivers are up to date

Specs:
mobo: msi 970 gaming
amd fx-8320
amd radeon r9 280 3gb windforce oc
samsung ssd evo 120 gb
corsair vengeance 8gb ddr3 666.6 MHz 2 modules
power supply: corsair cx 600

Any ideas???

Cpu temp: 30-40 c
Gpu temp in gaming : 40-50 c
V-sync is off.
You can't defrag an SSD
Latest windows updates are the windows 10 I have 8.1

I puted power limit to full and declocked to 922mhz, and fps were significally improved reaching to 200 on spawn. Although I still have fps drops to 35 fps when there are a lot of players in team fortress 2. Declocking though increased fps a lot! What exact mhz do you suggest?, and why declocking helped my fps?
