Computer shuts down when opening video game

According to HW monitor: voltage is:
3.3V 2.004v
5V 3.447v
12v 7.056v
Rig: Intel Core i7 SLI 4790 (Running hot at idle 60c).
note: have Corsair H100i GTX cooler.
Motherboard: Gigabyte Geforce GA-Z97X-UD5H.
Additional concern: System shuts down and reboots when opening video game usually 5 to 8 seconds. Core temp goes to 98/100c withing moments.
Is the core shot or a motherboard issue?
 
Solution
You have a temp issue its shutting down to save itself. Make sure your cpu block is installed properly and your water pump is pumping water

Next time you see a motherboard reporting 7V on the 12V rail through software, buy a $10 multimeter from the nearest hobby store and probe the 12V rail either from an unused AMP connector or from the back of the ATX/ATX12V/PCIe connectors. If the system boots, I can guarantee you with 99% certainty that voltage is over 10V, nowhere near the 7V reported by software. All of my ASUS motherboards report 7V on the 12V rail too, even when the actual voltage is 12.5V.
