Not the 960.. Definitely GTX 970+. If you're on a budget get the GTX 970. A lot of people have been able to get stable OC speeds on it that reach the 980.
 
I suggest an R9 380 4gb with that configuration, but for 1080p 60fps high on most titles I would get an R9 390 or gtx 970, or wait for a possible future R9 380X.
I looked at you part list and I would recommend you to change a few things:
PSU: Go for EVGA SuperNova B2, G2 or GS (with 2) as it is higher quality or pick a good uality XFX PSU
If going AMD, I suggest nothing less than an Fx 8350 (or FX 8320) right now. Also you would need a better motherboard for that and also a good aftermarket cooler.
Storage: I'll change the Seagate with an WD10EZEX (1TB) as Segate consumer drives are known for high failure rates. Also add a 250gb SAmsung 850 Evo when you have the budget.

I would go with the 960. I have one, can run all games that I have at 60+ on high/ultra (h1z1, far cry 3, watch dogs). I have the 4gb one, you would be fine with the 2gb one but having those 2 extra gb of vram is useful for games like gta 5.
