So long as the voltage required for stability at 4.0 isn't too high(maybe 1.2 volts or so), you shouldn't have a problem(If you get a good chip, it will be a lot lower than 1.2). Use a good TIM and have fun.

So, when you're overclocking, you're not really using Turbo Boost. Turbo Boost doesn't clock all the cores. It scales the speed based on the number of cores being used. Overclocking is fixing the speed of the CPU cores (generally all of them). As for 4.0 GHz, that's really nothing. You probably won't have to increase the Vcore very much, if at all.

Read and understand the process. As for the the CM 212, you could probably get to 4.5 GHz. But every chip is different so don't expect the same results as other chips. It's a lottery.

So what voltage should I not surpass when Im ooverclocking?

1.3 is the highest you'd want to go, according to intel but with your cooler 1.2 would probably be a safe place to stay, assuming your temps are normal

so raising my clock spped will raise the voltage? If so, how much ghz should I overclock to? (kind of a noob when it comes to overclocking, please explain)

Technically it will if you leave it on auto, I'd recommend manually setting it to 1.2v, then turn turbo boost off and raise the core multiplier by 1, it will be on 35 by default. Then you should stress test it while watching the temps and making sure it doesn't produce any errors/bluescreens.
