Is the Dell 2in1 a good value for the components it has?

My sister's old laptop died, and she wants a new one. I've told her that she can build one that is much more powerful for much less money, but she wants to actually go to the store and get it, not do it online. I can't change her mind.

She's thinking about this 2in1 Dell from BestBuy: http://www.bestbuy.com/site/dell-2-in-1-13-3-touch-screen-laptop-intel-core-i5-8gb-memory-500gb-hard-drive-silver-touch/9522157.p?id=1219704419358&skuId=9522157

I don't know much about laptop specifications - do they differ much from towers?

- It has an 5th Gen Intel Core i5-5200U mobile processor @ 2.7GHz.
- It has no graphics card, just Intel® HD 5500 integrated
- It's got 8gb ram

I have no idea how the mobile processor stands up to regular pc i5s. Comparable performance? The integrated graphics would be a deal breaker for me, but my sister is not a gamer. The Laptop will be for general internet use, schoolwork, and netflix/movies.

So what do you all think? As far as Pre-builds go, is it a total screwing-over, or just a slightly-overpriced one?

If this one is terrible, please suggest a pre-built laptop that would be a better value for the money. I think she wants to stay in the $700 range, and not much over that. I also think she likes the whole "2in1" thing.

Thanks for helping.
