New Graphic Card: ASUS RADEON R9 270 (DirectCU II OC, 2GB GDDR5).
Old Graphic Card: AMD HD 6700 Series
Processor: Intel Core i3-2100 CPU @ 3.1 GHZ
RAM: 12 GB
Motherboard: ASRock H61M-VS Intel H61 Micro ATX DDR3 1333 Motherboard[1]
Power Supply: Corsair Builder Series CX V2 500-Watt 80

I went out and bought a new graphics card, uninstalled the old one, removed it, put in the new card, plugged it all in but now when I turn on the computer it is a black screen, the same screen as when my monitor has power but is in an idle state. My mother board says it does PCI Express 2.0 but the card says 3.0, but after some research it looks like this is okay.

I've used the old card (I'm using it right now to type) and the computer works. I made sure all connections were snug and DID plug in the GPU power connector too.

A simple but sometimes overlooked thing could be your answer, is your BIOS up to date & have the latest drivers? It's common for something like this to happen if the BIOS is out of date.

What 67xx series card is it exactly? Just want to compare more exactly what power you're drawing with the old card versus the new. At idle this shouldn't be an issue, and even at load most of them are roughly comparable.....but curious anyway.

How old is your power supply? Can you verify now what your 12V rail is reading (preferably from the UEFI)? Do you notice at power on if the card responds at all (fans spinning, etc)? For connections, how is the old one connected to your monitor (VGA, DVI)? Is the new card using the same connection to your monitor with same cable? Have you tried different cables, or checked to see if the input selection on your monitor needs to be changed?

HD 6770.

When I turn on the computer with the new card in, the card's fans spin and their is a green LED light on it.

I am using the same VGA cable that is to the monitor, and the DVI adapter which came with the new card.

Interestingly, I read somewhere else to switch to MB video and so I removed the old card, plugged the VGA cable into the onboard MB connector and the same thing happened. The computer turns on but the monitor stays idle.

Then to test things out, I plugged the VGA cable directly into the VGA connector on the OLD card and it did the same monitor idle thing. Then I used the DVI adapter and the old card worked (which I am currently using to type to you).

Really confused.

This might be the case. I don't have a USB stick on me so I will try to update the BIOS tomorrow and report back.
