Hey there.

I have a 144Hz monitor, and two GTX 980's in SLI. I play a lot of games in Windowed Mode (Borderless) because I like easily panning over to my other monitor. Recently, my fps in windowed mode has been capped on 24 FPS. Even in game menus. This is across multiple games (Battlefront 3, Diablo 3, Heroes of the Storm).

-I have the most recent drivers
-My display adapter settings are set to 144.0Hz.
-Fullscreen is fine, 250+ FPS in menus, 100FPS in games
-I tried disabling SLI, disabling G-Sync

I'm really confused.

So I went into "Manage 3D settings" and "Restored" the global profile, and set the "Power Manager mode" to "Prefer maximum performance" again - fairly certain I didn't change anything in here, but it is fixed.

EDIT: I found the exact cause. It's G-Sync. When I reset the profile, it change G-Sync back to full-screen only, and my Windowed Mode games would be the proper FPS. If I turn G-Sync to Windowed and Full-screen, then the Windowed mode games are 24gps again. I don't know why yet.

Wish I'd found this earlier, would have saved me some time. Very annoying that this happens, but good to know the cause. Worth filling out a bug report with Nvidia.

I think I have fixed this issue with my system at least.

I noticed in nvidia control panel that under displays, one of my two monitors was selected as the primary display, but the little green box that said "focus display", was set to my OTHER screen. That was the problem. In a SLI + multimonitor setup, SLI will render full force to ONE monitor, the one marked as Primary AND FOCUS display. Make sure your setup is like that if you run SLI + multimonitor. I now dont have gsync lag in full screen windowed mode anymore.
