Dell Laptop won't tun on

My laptop Dell Inspiron 3421 (updated from Win8 to Win8.1 to Win10), I try to open my laptop yesterday and it won't turn on and i realized that the power LED light and HDD LED light turn on. After a few second the HDD LED light off. I try a few method (like press the power button for 30 second) but still it wont happening. I try change my ram into second slot, try to blow it even lick it to make sure there is no dust on it. I turn on (finally). after i shut it down and try to open it back, still it wont make it. I need to play again with the ram.

I've encountered a similar issue when playing around with the RAM before. Have you tried removing the battery (not CMOS, just the main one) reseating the RAM, putting the battery in and then restarting? Keep us updated. Also, if you are going to clean connections, its best to just wipe them with a soft, dry cloth rather than putting liquid on them (unless its non-conductive).

Hey audie, thanks for reply and help :)
First of all my main battery is not working (plugged but not charging)
so currently im just using the adapter.. i try many time changing the slot and it still happen.
