I can't open EVGA PrecisionX 16, it cause crash, and I can't open Chrome, I didn't try other browsers, but I can use Nvidia Control Panel.

Solution
Try this. Install ddu and select nvidia. Then select clean and shutdown (for new graphics card). Take the gpu out of the pci slot and make sure it's clean. Place it back in and boot the pc. Go to nvidia's website and make sure you download a fresh set of the latest drivers available. Then install. Should be working now.

Before reinstalling drivers, make sure PrecisionX isn't loading anything on startup too ("run - msconfig - startup" or "task manager - startup", if you don't see it in startup check task scheduler).

I put my video card in another slot and it works. I still follow your suggestions and clean my card in case it crash again after I put it back in first slot. I use water cool, the second slot is little bit struggle for the tubing. I have to use the first one.
Thanks again.
