Core i7 3537U Only running at turbo speeds?

Hi!

I recently bought a used Dell XPS 13.
It has a Core i7 3537U and 8gb of ram
Operating system is Windows 10 Enterprise x64
It's all nice and fast but recently it started running really hot and noisy.

As I installed CPU-Z I noticed it was Running at 2.8ghz and 3.1ghz all the time.
I think this is the cause of my temperature problem, but how can I solve it?
Are there too much backgroundprocesses? I also noticed my systemproces takes 2.6gb of my memory, that's way too much compared to my desktop.

I hope you guys can help me!

Go to power options > Change plan settings > Change advanced power settings > Processor power management > Maximum processor state > On Battery and Plugged in change both percentage to 99% instead of 100%.
This will disable turbo boost and make the CPU run at 2.00 GHz stock speed.
If it is still hot I would recommend applying new thermal paste or cleaning the fan and heat sink to remove any accumulated dust.
You would be surprised in how much dust has been accumulated since the past 2 or 3 years.

Wow! My temps dropped from 90℃ to about 75℃. Also in CPU-Z i see the core speed dropping to 800mhz :)
I will clean it up and replace the thermal paste this evening to see if I can get the temps even lower!

I replaced the thermal compound yesterday and the temps dropped even lower.
Idle is somewhere around 65℃.

I was suprised by the heatsink. In the past 2 years it hasn't collected any dust. It's also extremely tiny!

The noise is gone and I solved the RAM issue by running CCleaner.
