It also depends on what is your resolution a gtx 980 is terribly overkill if you are under 1440p (and as you are coming from a gt 610 im guessing you are under that)
I use a gtx 970 and i never saw my gpu using over 2gb (playing in 1440x900) but im not playing gta 5 just mgsv and max pain both of thoes use near 1.2-1.4gb the only game i saw used 2gb was starcraft 2 (how ironic xD ) if you aim gta than my friend plays it easily maxed with a r9 280x in 1600x900 res if you aim nvidia than gtx 960 is your best bet but in your case in this budget range i would go for a r9 300 series card from amd it will give you most bang for your buck ;)

(And im saying this while using a gtx 970 lol :D )

A good gpu for 1080p is a GTX 960 4Gb, or an R9 380 4GB. Also, I mentioned the 4Gb versions due to the fact that GTA V can be considered a memory intensive game, and I would recommend 3GB at the very least of vram

If only looking at NVIDIA GPU's, then according to your budget (in order of cheapest to most expensive), I would be looking at GTX 750Ti, GTX 950, GTX 960, GTX 970. To further narrow down the gpu choices, I like to say that 2gb just isn't enough for gaming. Especially for games such as GTA V. Aim for 3Gb+

I agree with this. But out of my curiosity, what sort of performance do you get with a GTX 970 on games such as GTA V, how much VRAM usage?

Vram usage warry a lot bcs of resolution settings and such im playing in 1440x900 so games dont use much but i would say 3gb is about right now for any game If you play 900p like me (and its enough fot 1080p too i think)
2gb being plenty if you are on 720p even for gta 5
