Upgrading Dell T3400 Graphics Nvidia or Radeon?

I owned this Dell Precision Workstation for about 3 years now and got it free from a thrift store!! It works great and I used to work on computers years ago before I got sick with a brain disease. It has no graphics card IGP, so I needed to purchase one which turned out to be a descent card the Radeon 4870 pci-e and no it's not crossfired, was concerned about PSU. Later I upgraded to 450 watt PSU and still use the same card but gaming requirements are needing more performance on steam games, and Fallout 4, Fallout 3 and Skyrim etc. So I wan't and need to upgrade my card on around a $100 budget and want one that is also more energy efficient and direct x 11 or higher compatible. I'm not sure if I could run the current configuration with Nvidia 650Ti or one of those? or Radeon R7 260x or maybe similar to that?

You might be able to find a GTX 750 for around 100$. Maybe even slightly used 750Ti.
Both would be great additions to that pc.

However, you most likely won't be able to play the Fallout 4 if that pc has Intel Core 2 Duo E4600
