What components should I focus on for building a dedicated server?

Should I focus on buying more ram, better CPU or better storage?
Here what I think is good for a low budget server build.

For Minecraft, I think you should have a balance between RAM and CPU. For GMod it's probably more cpu.

Hmm...I think you could just get some old multimedia NVidia gpu. Something like GT640. Find a cheap, refurbished one.
Then use the extra budget on i5 4440/4460.
UNLESS, you are also going to be doing gaming on that same rig. In which case you should just save up for bigger budget.
