New pc build, bad benchmarks

Dear readers,

I've build a new pc to play some games, but my i7 laptop with onboard gpu even runs the games smoother and with more fps then this rig. I can't even seem to get more then 15 fps in most new games like Arma 3. I did run Battlefront on Ultra with alot of stuttering but OSD said 50 fps, and when settings on low it only gained 5-10 fps extra.

I've installed the latest firmware for my BIOS, and also have the latest drivers for all other components including the graphic card. The graphic card does have some coil whine though.

System specs:
Windows 10 64bit (All updates + DirectX 12)
i7 4790K @ 4.0 GHz
MSI Z97A Gaming 7
MSI GeForce GTX 980Ti 6G Gaming
Kingston HyperX Savage 2 x 8GB @ 1600 MHz
Kingston SSD 240 GB

Power Settings on performance in Nvidia tool also in Windows power settings.

Does anyone have a idea what could cause this? I see alot videos on YouTube with identical setup with 80-100 fps with recent games when I try exact the same settings I barely get 15 fps =(

It's your cpu....something is wrong with it, go into control panel and then power settings and advanced power settings, make sure it's not set to low and make sure max processor state is set to 100% and you can change min processor state to 100% also to test. If that is not it, it still has something to do with your cpu based on skydiver...the physics score is basically cpu intensive test and yours is extremely low.

EDIT: So if that doesn't fix it, monitor your temps to make sure it's not throttling that way. If your temps are good, you need to go into bios and make sure your multipliers are all set right and didn't get changed somehow...stock 4790K multipliers should be 44,44,43,42.

Download a program like hw64 info and turn on...

Yes freshly installed Windows 10, Windows 7 didn't even show up in device manager so was unable to install drivers so went to Windows 10.

Download a program like hw64 info and turn on the sensor tab and take a screenshot of the part that has your cpu info showing core clock speeds and temps after or during a benchmark or a game.
