SORBS blacklist or a home networking issue? Can't log into some HTTPS sites, can log into others

PC: Windows 7 Home Premium on a HP TouchSmart 320-1030

Service Provider: Cox

Starting about a month ago I found I couldn't log into some https sites. Bank? Ok. Yahoo email? Ok. Amazon? No. Shutterfly? No. Etc. This is NOT browser specific: it impacts FF, IE, and Chrome. I've updated all browsers, run all with no-add-ons/safe mode. Etc.

What happens is I attempt to login and the page never loads (90%) or I get an "Secure Connection Failed: The connection to the server was reset while the page was loading." (10%)

When I use a VPN into my office network and try to access Amazon or Shutterfly, however, everything's fine again.

I ran a tracert (w/o VPN) and found I was timing out after about 9 steps to get to Amazon.

Talked to Amazon. Amazon says talk to my provider.

Talked to my provider (Cox). They claim my dynamic IP is on the SORBS blacklist from 9+ years ago. I have a request into SORBS to be delisted, but I was under the impression they blocked email. This isn't an email issue; I can't login!

I suspect it is a Cox/network issue.

Thoughts? Theories?
