Try booting to safe mode w/networking. See if the issue is still present. If not... Download and install CCleaner: https://www.piriform.com/ccleaner/download
Run it and do the Clean and Registry portions both. You may want to run it more than once if it finds a lot of problems. There may be software conflicts and registry errors causing the issue.
