PSU making buzzing noise under load.

Hello I'm pretty new to the forums and have a question about a noise my PSU has been making. Under load it make a distinct buzzing noise almost like a bee or something. I've read up on it a bit and have gotten the term coil whine most of the time as the answer but I want to know exactly what is causing this noise and whether or not I need to replace the PSU based on the cause. One friend I have suggested that it may be dirty power from the power grid causing the issue and that I should get a power conditioner. However I don't want to spend money on something that doesn't work. I am planning on up grading to a higher voltage modular higher rated PSU in the future and want to know if I should just upgrade now.
I have checked and its not the graphics card as I quickly stopped the fans on it and the noise was coming from the PSU. It started shortly after the build was complete then it went away for a while and now its back.
Any help is appreciated.

The most common problem that it could be is coil whine. Coil whine is in most cases really just luck. Some parts from the same model have it, some dont. Fans have nothing to do with coil whine, so just make sure its not your GPU, (Just unplug the GPU and use the integrated graphics to see if the noise is still present)

Edit: There is no fix for coilwhine, you will just have to wait for it to go away. (This can take up to a couple of months) I also have seen a lot of other 280 users having problems with coil whine.
 
The noise can be annoying but as i understand it it did not affect device operation and performance. I don't how to eo it on PSU but on gpu some people 'stresstest' their gpu for few hours straight until the noise died down by itself. As for the cause...you can google about it.
