Corsair Hydro Series H75/ Intel BXTS13X $81 Small radiator only good for a O.C of around 4.2 GHZ which you can also get off a Evo or Hyper 212+ at less than half the cost.

Corsair Hydro Series H80i GT $89 - My Experience as in I am using it on one system now. 4.8GHz, 74C max temp, 1.368V max VCore on a i7 3930k. If your going to run 4.5ghz and under on the I5 4690K then the temps will be quite a bit lower than this.

Cooler Master Seidon 240M $89 - I5 4690K 4.5ghz 1.252 Volts 59 Degrees Under Max Load, This is what I use Now.

Cheap Water Coolers can be quite noisy as is with the Seidon, Like USAFRet said a $80 Large Ass brick Air Coolers are going to give you the same or a little better Temps than a low end Water Cooler as well as...
Rather than answer your question, I would point out that you do not need liquid cooling for that computer. A 'big air' cooler will do just fine. Heck, I got my i5 4690K to 4.7 Ghz on a RAIJINTEK Pallas, a very 'medium air' cooler. Since half of all CPU's are below average, you may not be able to get there on your chip anyway. Before buying a big cooler, I would find out what the CPU needed.

A big air cooler is just as effective, and 1/4 the price, as a cheap water cooler.

I just recently went to smaller Cases so the Big Air Coolers wouldn't fit unless I broke the Dremel out and Cut into the Clear Plastic Cover. I can how ever install a Radiator on the top of the Chassis under a Snap on Cover, the Sedion I had to modify "Cut the Shit out of" the Cover to make clearance.
