I am building a gaming pc for the first time and am going for a white, blue, and black color scheme. I am not overclocking the cpu, but will be overclocking the gpu. I'm wondering if anybody had any suggestions to make it slightly better

I would personally take the second build but if it HAS to be under 1k then switch the 250GB SSD for a 120GB SSD

I thought of not adding fans immediately as it will increase the total price though not by much but you can always add it later, this is just a general idea of how it will look like.
