Can playing games on lower settings compensate for low VRAM?

I have 1GB of VRAM on my GTX 750. Can running newer games on low-medium setting compensate for this? I meet all other requirements, I just usually fall low on the VRAM. Not even the GPU, JUST the VRAM. I don't care if I can't run games on Ultra, so can I just lower the graphic settings in game? Or will my framerate not be above 20fps?

It depends on the game, and the specific setting involved. Some settings use large amounts of Vram, others use next to none.
Typically however, lowering settings will help you.

Lowering the games resolution, texture quality, and ensuring that anti-aliasing is disable will reduce the amount of VRAM being used. If the game states you need a specific amount of VRAM, this number probably has the lowest possible video quality in mind.
 
Some things that will eat up vRAM:

Texture quality
Number of unique textures
Display resolution
Number of displays
MSAA level
Super-sampling, Dynamic Super Resolution, or any feature that oversamples the rendered image

You can use MSI Afterburner to monitor vRAM usage in real time so you can observe how close you are to your limit and how much you save by turning down / off certain features.
