Possible hardware failure, Windows 7 rebooting before login screen

I cannot boot my computer past the windows 7 login screen.

I'll explain what exactly happens.
I boot and get past the bios and on to loading windows screen then just as its about to go to the login screen it restarts to the bios. It will often stay at my bios information page until I hard reset.

I have taken the following steps to rectify the problem with no luck:
I have cleaned the computer and reapplied thermal compound to both gpu and cpu.

I have ran the recovery tool in safe mode with no luck.

I have reinstalled windows via a recovery USB, it completes the reinstall and reboots then crashes at the same point as before.

I have gotten into safe mode ( where It runs fine) and performed a selective boot with no change.

The only actions I can perform without issue is safe mode, recovery mode (in safe mode via USB) and bios.

I honestly have no idea what is going wrong. All the signs point to hardware failure as Windows seems to still work up to a point, but I honestly can't think of what else to do, can anyone help?
