Doesn't know whether PSU is faulty or working

Hii guys I just did the PSU paper clip test on my PSU. When I Insert the clip to the green and black pin and turn on the electricity the fan spin for a second and stopped I have to keep adjusting the paper clip in order for the fan to spin, what surprises me is that the LED light at the back of my PSU is green now, I'm confused whether my PSU is faulty or working.
Experts/Professionals I need help thank you

I test power supplies with this and it seems to tell me which is faulty or which runs great.
