Ridiculous CPU temperature and anomalies. Please help!

Sorry if this is a bit long. This is my first PC build. I am getting temperatures hovering at 40-46c on idle( both on windows and BIOS menu). When gaming (MGSV), my CPU temp goes up to 76c and would reach 83c after a few minutes. In addition, I recently downloaded star wars battlefront and my cpu reached 90-96c after only a few seconds.

Ambient Temperature: 23c
GPU: Zotac 980ti AMP extreme
CPU: i5 4690k(First CPU), i7 4790k(Second CPU)
CPU Cooler: CM GeminII M4(only for first CPU)
MOBO: ASUS Z97-a
PSU: EVGA SuperNOVA NEX 750W 80+ Bronze
RAM: G.skill Ripjaws X series 16GB DDR3-1866 Memory
Case: DIYPC Zondda-O
Case fans: 1 x 140mm fan on the side panel, 1 x 120mm front fan, and 1 x 120mm rear fan.

First CPU: i5 4690k
When I had the i5 4690k, I did not use the stock cooler it came with. Instead, I used the cooler master geminII m4. It is an aftermarket cooler so one would presume better cooling. However, it still gave me a CPU temp reading of 40c on idle. When I played MGSV (Metal Gear Solid V), my cpu temp went up to 83c in just a couple of minutes. I checked everything I could have possibly done wrong including cpu cooler installation and thermal paste ( I put the right amount). I even checked the motherboard for broken pins. This led me to the conclusion that my CPU may be defective. So I decided to RMA the i5 4690k and replaced it with an i7 4790k.

Second CPU: i7 4790k
For this CPU, I did not use an aftermarket cpu cooler. I decided to use the stock cpu cooler since I also RMA’d my cooler master geminII m4. I replaced it with Cryorig h7 (still waiting for delivery). Now, when I installed the stock cpu cooler, my 4790k gave me an idle temp of 40-42c. The same temp on the i5 4690k which hovered at 40-46c with the geminII m4 cpu cooler. This anomaly is one that I just can’t solve. I played MGSV to see if i will get the same cpu temps. My temps were hovering at 60-70c and would reach 80c after 10 mins.

I did some experiments like removing the side panels to see if my CPU temperature would decrease. Unfortunately, it did not. I also put a huge fan in front of my PC. I removed the front panel and had the fan blowing directly inside the case. CPU temperature remained the same. I updated my BIOS, drivers, and all other windows updates. Nothing changed. Furthermore, I even suspected my monitor as the culprit. I have the Asus VG24QE, which is a 1080p 144z monitor (I know, my gpu is overkill for my monitor). My GPU is able to utilize the 144z refresh rate seeing as it can push more than a 100 fps at 1080p. 120 fps on MGSV and 200 fps in battlefield 4 all settings maxed out. Hello... 1) Check your Bios CPU fan PWM setting for full speed operation and not Quiet operation.
2) You could have an air bubble or bad thermal paste applied... try a thin film, from your finger, on both the CPU and heatsink, and seat the heatsink down on the CPU, give it some slight twisting to seat it... Don't pull it back up to look at it... this will cause an Air bubble... And you will need to start over.
LESS is better here... it is just needed to fill/remove the micro gaps of Air between the two mating surfaces... You WANT metal to metal contact here... So cleaning with Alcohol before will leave clean METAL surfaces before applying the Thermal grease.

An idle temp around 40C I consider normal... but the key is to know what the Fan Speed is running at to get that temperature between coolers to really understand the thermal dynamics going on with your system.

Your GPU will be the Biggest heat generator in your CASE when gaming. And the fan design of your GPU will just blow/recirculate the Hot Air around inside your case, instead of blowing it out... Try turning Case Fan directions around as a experiment... sometimes you need more suck than blow B )
Also put your finger on your case to find the HOT SPOT... And then some well placed Drill holes can let the HOT Air out, trapped there.

with the cooler you are getting, you will get better preformance.
also i think the rma on the 4690k, was not reqired. i think thw problem was the cooler. the cooler proberly wasn't enough for the cpu.
also what is the ambient temp in your room (is it hot/ in the summer).

1) I set all my fans at full speed and those are the temps I got. I am thinking of buying a different PC case that has good airflow. I'm thinking of getting the NZXT S340.
2) I will try to reapply thermal paste carefully. Btw, I'm using arctic silver 5. I really hope that this is the problem.

I looked on a bunch of sites and even with a stock cooler, I should be getting idle temps of 25c or 30c at stock speed. Will keep you posted when my cryorig h7 arrives.

I also think that my GPU is causing my CPU temp to increase. The top of my case is warm to touch because it doesn't have air vents on top. I guess the 120mm rear fan is not enough to blow the warm air out.

I think so too. Cause with stock coolers, I should be getting temps around 20-30c at stock speed. My ambient temp is 23c. I'm still waiting for my cryorig h7 to arrive. Thank you for answering!

if you room temps are 23degrees, you will never get less than 23degrees, you are proberly like going to get 25- 30 degrees idle.
i get 26degrees in a 21-22 degree room with my Pentium G3258, with the stock cooler
