Are all USB 3.1 Type-C Ports Thunderbolt 3 Compatible?

I'm looking into external GPU solutions for laptops as i know a gtx 960m in a laptop wont satisfy me much further than next year August. Recently many companies have released their skylake line of laptops, many sporting at least 1 usb c port. My problem is that most of the specs on the laptops state "USB 3.1 Type-C" as a port in the laptop, while others say "USB 3.1 Type C Thunderbolt 3 Ready", or something along those lines.
My budget is around ~$1000. Most of the laptops that specify "thunderbolt 3 compatibility" like msi GT series and alienware have their gtx 960m laptops starting at ~$1200, which is too high for me.
Advice on this topic appreciated :)

Not all USB3.1 connections have the hardware necessary for secondary modes like HDMI, displayport, and thunderbolt. If it doesn't say it has it, it likely doesn't
