It's a system folder so it shouldn't be interfered with. It holds System Restore points.

With Windows configured to (Hide protected operating system files) (the default setting) you shouldn't even be able to see it.

I temporarily made mine visible and was able to open it no problem with my account which has admin priveleges.
The folder is a repository for system restore data. As I have disabled SR there is no data in that folder anyway on my PC.
