Is this good to get 60fps 1080p at high settings in most games?

Should get the job done. The 960 is really the perfect 1080p card right now imo. Games like W3 you won't be able to run on Ultra but my 970 can juust barely to that. If you think you might want to go 1440p in the future though, it'd be smart to just save up and grab a 970, as the 960 will likely bottleneck your i7 somewhat. You could save a little on the cpu by getting an i5 (unless you plan on doing any video editing or something similar), and use that extra money to go to the 970.

If this system is going to mainly be for gaming, I'd get a cheaper motherboard and or a 4690k and get a 970 over the 960. You could even drop down to 8gb of ram.

The capabilities of the H100i would then be somewhat tossed aside. That cooler is meant for hotter chips as well as some moderate overclocking. I wouldn't get a cooler that expensive if you were going for a non k/x skew. If you really wanted a liquid cooler and you aren't going to be overclocking, then I would recommend a single 120/140 rad. With that being said, the non k skew chips would be the way to go in a more basic build if you are uncomfortable with overclocking or just plan to not overclock.
