I recently updated to 8.1 (by accident), and now my brightness controls won't work. I have tried updating drivers, but they are all the latest versions and I still have the issue. I have looked in regedit.exe but there is no KMD settings to change, so I am kinda at a loss of what to do. I would prefer not to do a system restore, because I just finished completing one.

Solution
Hmm let me know if that live linux cd works, if that problem doesn't rise up in it I am going to blame 8.1 on it.
You should have a free upgrade to windows 10 which should solved that issue.
However if you see the same problems with linux you might want to look into the inverter of the screen itself.

Call dell customer service and speak to their tier 2 or tier 3 tech support team even though your laptop is out warrenty.
Still does not mean they can't narrow down the issue quickly by stating your problem to them.

I already have that driver, and that guide doesn't work either. My brightness keys work, and the setting bar shows the brightness level changing, but the actual brightness of my laptop screen doesn't change.

Give me your full laptop specs, make and model, how long have you owned it, when did this issue start up.
Can you reboot your laptop and see if the problem persists while booting up or try using a linux live disc ?
https://en.opensuse.org/SDB:Live_CD_installation_for_11.3

Once you have done that, we'll see if it maybe an inverter problem with your screen.

Dell XPS 15 L521x. I bought it 4 years ago

OS - Windows 8.1 64-bit
Hard Drive - WDC WD7500BPKT-75PK4T0
CPU - Intel Core i7-3632QM 1.1GHz
GPU(s) - Intel HD Graphics 4000 and NVIDIA GeForce GT 640M

As for the linux, I am in the process of looking for my usb boot drive with it so when I find it i'll try it.
