Bad smell over the area of PSU , smells like something burnt

Hi folks , i've bought a XFX R9 390 around the time of 16 september , so it's been around a month now , but ever since i got it when i put it on full load under full stress , the GPU starts to reach 82 / 84 Celcius , and then my system starts to leak a bad smell , my brother in law says its burnt plastic... so I ignored all the smell thing until now , but then i started playing the new star wars for hours and its all the time under load and all the time doing that smell which i can't know if its burnt plastic or burnt dust or another thing but its got me worried , and the more i breath it the more it feels like smoking in my lungs, which sucks...

Anyways i gotta mention , i've been trying it under full load , not all days in this whole month but some days when i tried under full load it didnt reboot it didnt crash nor do anything showing the psu can't handle it , so i believe its not a matter of unworthy psu xd

I'm mostly sure it comes from the psu , when i sniff the psu hot air comes out though not sure if its burning something there , i should look around maybe at the mobo or somewhere see if there's something wrong , i do know it doesnt come from the GPU cus i sniffed there and no smell , i can say though that the fan from the psu does spin kinda slow , not so fast to take out All that heat as i think it should.

Cpu temps reach at least 82° Celsius , i remember seeing it reach 88° if im not wrong and i remember taking out the plastic from the back side of the card , also plastics that cover the ports.

Also now im having a new issue which may be related to the PSU , before when i was playing star wars battlefront at 80 fps i had nothing of this at all , but now i've been having this problem in games , here are some pics of it and a short video :

So basicly what happens is im stressing the card for it to reach 82 , 84 ° and then suddenly green horizontal lines show up , they progressively show up more and more and then the display starts to blink black screens like that and then all goes black , and until i do alt + f4 and quit the game and go to desktop it stays all black , as you can see on the video i did that after it went black i pressed alt f4 and then it came back to normal....

I also tried warframe and i stayed in a zone where the card reached this stats seen in HWMONITOR , where the gpu reached 81° C but this time nothing wrong happened : http://oi61.tinypic.com/209kpqf.jpg

So im really confused now but my best guess is that the psu is not enough , but then again if the psu is not good enough should the pc have not worked at all in graphical intensive games like for example the witcher 3 , cus i've been trying heavy games since a month and had no issues at all until this very moment . I'm also trying to find out what tier my psu is but couldn't find it on this tomshardware list http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html , and EVGA psus are kinda out of my budget cus a 850w one costs like $350...

Any ideas about what could be the problem would be appreciated , my full rig is as follows:

B85M-G mobo
CPU : i5 4690
1 Seagate 7200 rpm hdd , 1 TB
XFX R9 390
1 DVD
PSU : Sentey ERP 750 Wats
2 x 4 gb 1333 kingston

Have you tried testing specifically the GPU using FurMark? This makes me think it has something to do with GPU if you are seeing green lines.

You also said that you only receive these lines when reaching a high temperature, and during gaming these temps shouldnt be occurring. So perhaps your GPU is a bit screwy? It seems to function fine during normal use, but when stressed it shows its problems. Perhaps you could call the manufacturer and request an RMA? The new card may not present these issues.

But certainly test with FurMark, and see if you can't replicate these green lines appearing.

Also I looked up the Sentey brand.... And Im not seeing good things... Not good things at all. :p

It seems to me that all of your problems are probably due to a poor and dying power supply.
The problems with the green lines are likely being caused by the PSU not being able to deliver the required load which is causing voltage fluctuations in the supply to the GPU .
Along with the burning smell it is time for you to get a new power supply before it causes serious damage to other components such as the GPU or motherboard or even catches fire and burns your house down.
The burning smell is probably the capacitors overheating and failing which will be contributing to the voltage problems.

+1 on this. Don't run that PC till you replace the PSU, all you're doing is increasing the possibility of causing damage.

Try to find yourself an EVGA 750B2, more than enough power and won't burn up like the one you have. The one you have was just low end, its failure was inevitable.

Ok , so we have assured the problem must be from the psu then , in that case i've been looking for the psu recommended , but i couldnt find 750B2 here , all there is its EVGA 600w : http://articulo.mercadolibre.com.ar/MLA-579928814-fuente-evga-600w-80-plus-bronce-cables-mallados-gtia-2-anos-_JM , and unless those watts are all real i dont think i can even reach the needed requirements there . and then the 850 w evga golden costs like $350 and the 1000w $400 so thats a lot to me cus i spent all my cash.

So i've been googling the psus sold here and i found these other within my budget :

So the seasonic and xfx are almost same price which is good but gotta make sure they have the NEW xfx in stock there because its kind of discontinued here for what i see , but if im correct the seasonic one is within tier 2 of psus 62 amp in 12v rail , and xfx is within tier 1 70 amp in 12v rail am i correct ? and then the thermaltake is said to be very shoddy , tier 4 , but it has the pro of the huge wattage and amperes on the 12v rail compared to the seasonic and xfx, so my question is , which should i pick of these ?

Edit : i found a used XFX PRO 850W XXX for also around $250 , which is said to have 3 to 6 months of use , so could this psu be applied to our number of choices here or would it not be wise to take it into account cus one can't trust fully on used psu's? just to make sure im not missing something good here

Amazing ,

in the mid time while i try to get the money for any psu , USAFRet and makkem do you also approve of getting the XFX pro 850w psu or if i can't get it, the seasonic M12II EVO 750w psu? it would be a mistake to try and get the 1200w thermaltake psu right cus its in tier 4 . Also if there is any other cheap good tier 1 or 2 psu that would be good for the gpu just post it and i ll look if its available at my place

Ok , what about buying it used though? cus i only found it used , what would you check on it if you were to buy an used psu which the seller says it has 6 months but it could have a lot more of time . Should i worry anyways if this used psu is tier 1 with good components
