i3 vs. i5 for gaming (base frequency vs. turbo-boost which is more important)

Hi guys, i would like to ask what would be the better choice for gaming (on ULV laptops, mostly used for work), namely an i3 with a higher base frequency or an i5 with a lower-base frequency but with the Turbo-Boost?

Particular examples i have in mind are the i3-4030u with 1.9 Ghz and i5-4210u with 1.7 Ghz.

The difference in price is like a hundred dollars.

Turbo boost of course.
But the turbo boost will only work as long as it is under the thermal limit.
Once it hits the thermal point it will return to the base frequency.
For example my i7-3610QM will turbo boost till 3.3 GHz until it reaches 90C and it will return to base frequency which is 2.3 GHz with a temperature of 84C when using prime95.
