I don't think it will cause bottlenecking but you haven't made good choices... Why get a locked mobo with an unlocked cpu. I would change that with a Z97 chipset motherboard (also more room to upgrade in the future). Don't get a Corsair CX series PSU!!! If it says Corsair it doesn't mean it's good...They have very low quality components and could fail bringing the whole system down with it... Also why a single 8gb of ram stick instead of 2*4gb in order to run dual channel. What is your budget and from which country are you buying? Maybe I can suggest a build.

As this point, no it wouldnt. In some games, hard to say, but you should be fine. Try looking into an XFX 550 watt for this system, or a ANtec Basiq. The CX line from Corsair isn't the best.

To explain with an unlocked multiplier cpu you can overclock the cpu (increase performance) but only if you have a motherboard that supports overclocking (from intel, chipsets with Z** or Z*** support overclocking, and also enthuiast X**). This gives more performance in cpu related tasks. It doesn't damage the cpu (and in terms of reducing lifespan: a medium oc let's say reduces cpu lifespan from 20 to 15 years, this doesn't affect you as you won't use the machine for so long) if it is done correctly an have sufficient cooling.
Here's a good build for your budget (it is over the budget because of the case (I picked the case thinking about upgradeability and alo the motherboard) ,you can pick a cheaper case (but this one is worth it).
With a Z97 motherboard you can upgrade to an i5 or i7 in the future and it is unlocked so you can overclock the Pentium. I picked good quality components for the build while also giving thinking about usability, upgrading and lastly looks.
P.S. The Corsair 100r and 200r are about the same price, so why not pick the better model.

what about the cpu cooler?

Regarding the cpu cooler, you can use the stock one for now. When you upgrade your cpu to an i5 or i7 then you need to buy a good aftermarket cpu cooler.
I know that the PSU isn't the best but it would suit his needs. I first picked a Seasonic but figured it was too expensive for his budget (almost the same as the cpu...). http://www.jonnyguru.com/modules.php?name=NDReviews&file=print&reid=351

I too suggest to pick something a higher quality PSU like this one:

or this one:
