CPU frequency spikes causing massive lag when playing games

Firstly the problem, when i play video games, my cpu frequency, according to the resource monitor, spikes to around 110-120%. When these spikes occur, the games either lag, or all together stop.
Secondly, the exact history. The lags began some time around 2 weeks ago on a game called Archeage, a high resource MMO game, and i figured it might just be because of my internet or because i was playing on an American server, but the lag continued on when i moved to a European server. The lags got worse though, and even started to effect my lower resource game League of Legends in the last few days. Today, the lag topped out so badly that even when i closed the game down the computer would not work.
At the weekend, when the lag began effecting League i installed a CPU thermometer, which showed the CPU temp at 48-51 degrees Celsius for the 4 cores and a load of between 40-70% on each of the 4 cores. When the CPU went really bad this morning the load on the cores went up to 100%.
So far to fix this issue I have tried; replacing the thermal compound, cleaning all the fans in the computer of any dust, installing new drivers for my motherboard chipsets and new drivers for my GPU (a friend suggested the GPU drivers might help) and i tried changing some of the BIOS settings, though only the basic ones between "normal, eco friendly and turbo" settings as I know little to nothing about overclocking and so avoid it like the plague.

Any help you can offer would be great, i've looked in a few places so far with no joy, and really would like to avoid buying a whole new system, so anything remotely helpful will hopefully save me some cash.

i cant give you an exact answer as its different between AMD and intel CPUs but in the BIOS there is an option that will lower your CPU clock speed when you CPU heats up, this should be disabled unless your running on a stock heat sink. (on AMD its called cool'n'quiet)

Secondly pay attention to task manager and see what exactly is eating up your CPU, click on processes and sort by CPU usage and keep it open for a while and run some stuff (having chrome or firefox open while playing games isnt recommended.
if your unsure about any of the processes in taskmanager right click them and open file location. if they are in the windows folder (or subfolders) dont stop them. anything else you can google.

with a computer setup like yours you really shouldn't have any issues playing League or any other game really, look into your drivers and make sure they are upto date also get the free version of Malebytes and scan your computer for infection just to be sure as to be running at max % of that CPU there must be something funny going on in the background.

I have checked for malware with Malebytes, and found nothing, and run Intel driver update utility to see if there are any new drivers to download, as well as install a recent driver for my GPU.
I have discovered my router from my broadband provider was faulty however, just today, having ceased to work over an ethernet connection, and have since connected my computer via wireless. The lag have lessened quite a lot, but the frequency of my CPU is still over 100% when playing video games.
Does this mean my problem has been solved? because I heard over 100% frequency is common when gaming?

One of the main points (and often missed) is updating your Chipset Drivers. look on your motherboard page for the drivers and google it to see if there are any updates compatible for it.
