CPU Fan spins very slow

For the past few days my PC seems to be shutting off randomly. I looked into the problem and found out my CPU and motherboard was overheating to 100c.
I opened up my case and noticed my fan was spinning very very slow. It still spins but it spins super slow. On HWMonitor it said my CPU fan had 0 RPM.

Can anyone help me figure out why it is spinning this slow?
Here are my specs:

Motherboard: MS-7641
CPU: AMD FX(4300) Quad-Core 3.8GHz
GPU: AMD Radeon 6450
PSU: Thermaltake Purepower 350w

My parts are really cheap but I'm currently trying to save up for a new one, thanks.

If the fan is not spinning like a mad man, it is defective(or the board is not giving it a high enough duty cycle). AMD's stock fan can turn very fast and has a temperature sensor built in to increase the speed in hot environments(warm case temperatures will cause it to spin faster independent of board temperatures.).

Because the FX4300 is a 95W TDP part it generally comes with a worse heatsink than its higher powered brothers. I have found that swapping to one of those worked noticeably better on these chips.

100 degrees Celsius is approaching the temperature at which soldered components liquefy. For an easy fix, you should reset CMOS to default values and PWM will take care of the rest. If the problem persists, you most probably have a defective fan and need a replacement.
