Random Freezes on Everything, even doing nothing, the problem CPU at 87* Celsius

My best friend and I just built a PC, R9 390 with the FX-9590 and 32gb of ram an EVGA G2 1300w a 3tb HDD, H55 Corsair liquid cooling, the problem is the CPU temp we have figured out, what can we do to cool it down and to prevent it from going this how especially when not doing anything.

I agree the 9590 is a power hog.

undervlotage your cpu and your temperature would decrease without any decrease in performance.my cpu also stayed at that temps. i tried undervlotaging my cpu and temp decreased.here is a guide for undervlotaging cpu

then go to personalize then screen saver then change power settings option then select balanced then select change advanced power settings then expand the processor power management then expand maximum processor state and change the value to 75% and then expand minimum processor state then change the value to 75%.press ok and apply changes. dont forget to underclock to lower your temperature.clean your cpu fan and disable as many services u can from msconfig and too disable startup programmes.if it doen't help install a fresh windows. then do as listed above.it will definately reduce temps.
