I've recently upgraded to Windows 10. It's currently installed on an SSD I installed, which is set as the primary boot drive in BIOS. I'm trying to delete an old copy of Windows 7 from an HDD that was the factory drive. When I try to format the HDD I get the "Windows cannot format this drive." error.

Welcome to the TH community, Tetsu_Anaguma!

I'd recommend you to try wiping your HDD using the Diskpart command line, maybe this will do the job. How does the drive appear in Disk Management? You could also try deleting the volume from there as well. Here's something from MS you might find useful: http://www.sevenforums.com/tutorials/52129-disk-clean-clean-all-diskpart-command.html
Another way to wipe a hard drive would be to use a third-party formatting tool. Maybe this article will shed some light on that, too: http://pcsupport.about.com/od/fixtheproblem/ht/wipe-hard-drive.htm

Hope it helps! :) Good luck!

When you put the install disc or usb into the computer and start the installation process you will get an option to format or partition the drive. Click format and reinstall windows.
