Buying used graphics card

A person is selling used sapphire amd r9-270x (dual-x oc 4gb) for Rs.13000($200) whereas the market value in india is Rs.18000($265). He wrote in the website that it still has 2.5 years of warranty. But the price is big, so will it be safe to buy it ?
Also should I look for directx 12.0 supported gc instead of it?

Well it really depends on how many months he has been using the card for, if he has ever overclocked it, how dusty the card is and if it had any issues since he bought it. If you ensure that the above is the case then buy it. Maybe you can try and drop the price a bit! And the R9 270X is a DirectX 12 card.

contrary to others I have bought 2 used GPU off of ebay, 2x 560ti PNY. They were both dirty but nothing taking them apart and cleaning them couldn't fix. I would ask seller about use, but IMO GPU rarely "go bad" but rule of thumb is you pay 1/2 of retail or less for a used version, and only if there is a guarantee they work like with ebay/paypal. Warranties often times arent transferable but in this situation I would contact manufacturer to see.
