new-ish build stuck in boot loop

I am retrofitting someones computer and it boots to the BIOS splash screen but no farther. The BIOS seems to function fine but that's it. We've tried different lots of RAM in many configurations, and gone over all the wiring a few times. It gives a clear POST, though twice after some fiddling it gave us continuous beeps.

The RAM is from my working computer and I am using the RAM from the build (just fine), we tried messing with the XMP files which caused a continuous short beep code. HDD and SSD were working just yesterday as well as the PSU, used multiple outlets and power cords. I have done the battery CMOS reset multiple times. Nothing we've tried works, just heading down the checklist and asking for advice.

Everything is new except RAM and storage. PSU is now 4 days old and worked with an AM3+ board w/ an FX 4130/750ti/4x4GB Ripjaws.

So you've pretty much tested everything already, execpt a compatibility issue of the used components and a failure of the mainboard or CPU. If you want to just get it running for a start I would always test Ram without XMP or other preset profiles. Just run it at the default 1333Mhz or 1600Mhz. After the System starts you could always change it. To reduce compatibility problems to a minimum i would make a BIOS Update right after booting to the BIOS for the first time. Just prepare the Update with your other PC. Next test would be to start the PC with just the minimum of needed components, RAM, PSU ,CPU, Mainboard, and a Bootable USB-Stick outside of the Case on a non-conductive surface. Short out the PowerOn Pins on your board for a...

If the Systems not starting after all that and if you tested the functionallity of the RAM, the PSU, the drives as well as the GPU, I would just send the Mainboard back and get a new one.

We ended up getting a new mobo (MSI z97 gaming 5). It gets to the windows startup screen but BSODs almost instantly.
I'm gonna open a new thread for the BSOD problem.
