Questions Regard VGA Bios and PCIe compatibility (AMD R9 3xx).

Dear community,
I have some questions regard to Bios and PCIe compatibility.
I am considering to buy a graphic card, i have to upgrade my AMD HD5450 to something better. but problem is my motherboard, CPU and ram is very old and I am not able to buy new motherboard and other things until 6 month later, because I want to upgrade to a 3d/graphic and editing workstation system. after a lot of searching I am still confused, I would like to know.

it is very strange and I know it is a lot of bottleneck but I plan to buy an AMD R9 390 card first. because its 8 GB is very useful for me. I was thinking if I want to upgrade it is better to upgrade with better graphic card first.

1) is PCIe 3.0 Graphic card compatible to PCIe 1.1 x16 (R9 390)?
my current VGA is AMD HD 5450 and it is PCIe 2.1 compatible and works fine.

2) is AMD R9 390 compatible with legacy bios on old motherboards?

currently Gigabyte, MSI, Asus and Sapphire is available in my area.

also what about Nvidia?

I also bought a good quality PSU 850w for this and running in my current pc.

My Current Spec:
PSU = good quality 850w with 4 pcie cable
VGA = AMD HD 5450
Motherboard = gigabyte

bios update is F9

CPU = intel duo core 2 e6750
