Windows 7 blue screen when booting and also when installation

I get blue screen when installing windows 7 or booting from the existing windows 7

This is the error

Model HP desktop
No USB connected
No peripherals except a VGA card
Tried two hard drives

Any help would be greatly appreciated

If existing Windows 7 used to work okay without that BSOD it's likely to be bad RAM, which of course would explain why re-installing Windows doesn't fix it.
