750w Power Supply problem

I am building my friend a PC I have everything pretty much I had two 750w power supplies one is in my current pc and one is going in his I wanted to try out the psu before I put it in his PC. I tried the paperclip method and nothing I think I might have been doing it wrong no fans or anything so here is my initial question do some power supplies Il link the one I have below need to be connected completely to all the components to turn on?

No, PSU's don't have to be fully connected to all components to turn on/ produce power to their cables.

You might have not had the paper clip in the correct pins, or the PSU might be bad. Thermaltake doesn't make many high-quality PSU's. You could try plugging in one of the fans directly to the PSU to see if it gets power if you still want to test it.

I messed up I meant like do some power supplies need to be "under load" to start if even the paperclip method wont work?

Try putting a HDD on it, then use the paperclip method. The drive should spin up and it shouldn't hurt it. Or a case fan with a molex connector on the end. Paperclip method BTW is connecting green wire to ground wire - and the PSU should turn on.

At the very least, the PSU fan should spin up and indicate it's on. If you get NO response, the PSU is definitely no good, while if the PSU does turn on it only MIGHT be good (able to provide power, might not be able to support LOAD).
