Current setup:
MSI Gaming 5 Z97
i5-4690k
16GB Ram
GTX 960 4gb G1 Gaming
Hyper 212 Evo

Plan on getting a H100i GTX Cooler btw.

Anyway Im looking to stream it seems like my CPU is decent for streaming, but would it be more beneficial to get the i7-4790k or spend money on the new Elgato PCI Capture(or similar recording device). I was specifically looking at the new Elgato simply because i can record my console and pc games while I can stream both, but its not something Im necessarily looking for its just a plus for both. But what will be better for not losing frames and skipping as far as hardware. But i also look if I get the i7 I will get more rounded pc performance. But they both have pluses but like I said just looking mainly for which one will cause less performance loss when streaming and recording.

Solution
A capture card is probably the most effective solution, but Nvidia's shadowplay hardly hampers performance at all. I'd think you should be fine with your current setup.

the i5-4690k doesn't need to be upgraded what so ever there is not much benefit from upgrading to an i7 it would come at a large cost for very little performance, as far as recording software goes why not just use OBS to stream ?
