High CPU/RAM Usage when PC is Idle?

Hello Everyone,

I have a custom built PC with an i7-4790K, 2 GTX 980s, and an H100i cooler.
I remember a while ago I looked at task manager as I was sitting in front of my computer.
This was about a week ago.
I saw my browser, Firefox, was taking up 300MB of RAM!
At first I thought nothing of it, and I sat back down today and checked the task manager and again the same thing happened. 300MB of RAM, and I checked my CPU usage while I was at it and it showed Razer Synapse taking up 50% of the CPU!
I have a ROG Swift monitor, and I saw on the internet that because it is a high end monitor it requires lots of resources and therefore Firefox was taking up that much RAM, but I highly doubt this. I may be wrong though.
My RAM is Corsair Dominator Platinum 1866MHz 8GB.

There are no viruses, no malware, I used anti-malware and anti-virus softwares and I know exactly what I download, where I got it from, and how to download without spamming next which usually results in toolbars and other unwanted malware. Neither softwares were open as I was checking my Task Manager.
Windows 10 64-Bit by the way.
All of my fans are mostly free of dust, fan filters are clean.

CPU: 4790K
Cooler: H100i (SP120s)
RAM: Corsair Dominator Platinum
HDD: WD Black 2TB
SSD: 2x120GB Kingston HyperX 3K
2x Galax GTX 980 SOC
PSU: BeQuiet! Dark Power Pro P10 1000w
Monitor: Asus ROG Swift PG278Q
Keyboard: Corsair K95 RGB
Mouse: Razer Mamba 2012 Elite
Sound Card: Creative Sound Blaster Z

Monitor has nothing to do with CPU usage from a software unless it is doing some rendering in the monitopr area and you have a high resolution monitor. 300MB RAM is normal for Firefox, or any web browser. I don't even know what Razer Synapse is.

OK got it. Also, my PC just turned off now.
Motherboard lights are on. Nothing I do will turn it on.
It's happened before, I just turned the PSU off, took out the cable, put it back, turned it on, and the PC turned on.
Now It won't work. The motherboard LED's are on, but it won't turn the PC on.
I REALLY need help with this.

Alright I waited this time before booting up the computer.
It worked, my PC boots up.
I said that the motherboard turned on, but the rest of the PC hadn't.
I usually press the on button on my case or the power button on the motherboard, but those didn't work either.
I don't know if it's a PSU or a Motherboard issue, and I hope it's not either.
It works for now but it will probably happen again if I try to game or do something else.
