I'm changing out my PC case and noticed that this giant, translucent plastic kind of thing fell down when the case came loose. I think it was over the heatsink, but I'm not positive. It was screwed on to the side of the old case. It appears to have held the case fan. What is this part called?

It does sound like what you are describing is an intake or venting funnel.

if it was attached to the side of the case or the back in some way and clipped to the cpu fan and cooling heat sink it wont be a problem, if the case you have was a system pre build such as a Dell or Hp based tower system they often fit such manner of cooling solutions to them to get air from outside of the case to the cpu to keep it cool.
If it looks like a cup with the bottom cut off it was to help funnel air from the outside of the case to the CPU. The CPU fan would pull air in thru it to help it to cool the CPU. It should attach on the inside of the side panel lining up over the side vent hole.
