How to allocate my gaming pc budget? I'm a noob.

Ok i have a strict budget of $1500 to build my first gaming pc. I mostly play rts games and rpgs like skyrim or dark souls, I rarely play shooters or fast paced action games. I will be using my 4k 60hz tv as a monitor using the hdmi 2.0 port. My real question is, do I need to splurge for a high end 4k capable card (980 ti) or would I be better served with a mid level card to play in hd at solid framerates (970) and using the left over cash for games? Is there a real noticeable jump in quality to 4k gaming or is the drop in framerates too big of a price to pay? Thanks for helping out a pc noob.
