I recently upgraded from an fx-6300 to an intel i5 4460. OS is Win 8.1
Ive had performance issues and i have been told the reason for this is that i didnt remove the old drivers, I removed the old CPU drivers but Im not sure how to remove the motherboard drivers.

I intend to update to windows 10 after i remove them.

Definitely my advice too. I've never even tried using the same Windows after a motherboard change, doesn't make any sense to me unless you can't be bothered.

Windows has to be introduced to the new hardware at the Windows setup stage, not suddenly crashed in to it afterwards.

Would upgrading to windows 10 work just as well? If so it will be easier to just upgrade and kill two birds with one stone, although I am unsure if me reinstalling the OS or installing a new one wipes the old Mobo drivers.

The Upgrade introduces enough potential issues on its own. You really need to start from a clean, fully working, install before the Upgrade.

We need a little more backstory on this.
Was this a prebuilt PC or did you make it?
Where did the original OS and license come from? Is it an OEM license?

OEM license is tied to that original motherboard.
You'll have to ask nicely at Microsoft to allow that license to be used on a different motherboard. They may or may not allow it.

Them's the rules for an OEM license. It was cheaper for a reason.

Will I have to phone customer service or can I send an email?

1. Try activating online (this has apparently failed)
2. Upon fail, it should give you a local phone number to activate via the phone robot.
3. Voice, talking to a human. You may or may not have success.
